Tmpgenc dvd author, add dvd video, add a second audio track, burn.
Or using free tools, pgcdemux the video and audio from original dvd. Convert the new french audio to ac3 with aften. Add back the old video and audio and the new audio to a new dvd with muxman.
The french audio track must of course already be synced to the original dvd, if not it's not worth it... -
Another DVD authoring program that you can do this in is Ulead DVD Workshop 2. For example, I added director's commentary and actors' commentary podcasts to my Battlestar Galactica episodes. Here's how:
1. In the Edit menu...
2. under the Audio tab...
3. select the audio track (1, 2, 3, etc.)...
4. and click on the Add Audio Track icon (the little notes with a + sign).
You can even specify the language information your DVD player will display when you press the audio key on your remote by setting it in Language Settings.

DVDStyler

It is completely free, open source, and doesn't have any impairments. You can drag and drop to create a menu, you can add multiple audio and subtitles tracks to a video.
I haven't used it much, but it's the best I've found in a long time. -
Follow Baldrick's instructions for demuxing the movie from the DVD, and then adding in the new audio and reauthoring the movie with Muxman. Then add in the Muxman authored movie with 2 audios, replacing the original with one audio, using the 'Replace' Button in VobBlanker, thus getting back the original menus and anything else that might have been on the DVD. Afterwards you'll have to 'turn on' the new audio with PGCEdit so it's available to use with the remote control. Without a lot of menu editing, you won't be able to use the audio menu to choose it.
Baldrick's guide to adding a new subtitle track to a DVD follows the same procedure. Follow his Method 2 and pretend it's audio he's writing about and not subtitles.

The 'turning on the audio' link is further down. Or, read here about making the second audio track available. In the original DVD there's only a single audio stream and the IFOs have to be updated to tell the player there are now two. Again, you're doing it for the audio and not for the subtitles for which it was originally written:

Oh damn! Six years later. And I'm one that sometimes chuckles when others do the same thing - respond to someone that has reopened a long-dead thread without checking the date. This time's the joke's on me.
