Why are most of the DVD players unable to play the MiniDVD?

    The non-comprehensive (and somewhat-outdated) "well-known" DVDFAQ

    says:

Unfortunately, you can put DVD-Video files on CD-R or CD-RW media, or even on pressed CD-ROM media, but almost no set-top player can play the disc. There are a number of reasons DVD-Video players can't play DVD-Video content from CD media:
    1) checking for CD media is a fallback case after DVD focus fails, at which point the players are no longer looking for DVD-Video content
    2) it's simpler and cheaper for players to spin CDs at 1x speed rather than the 9x speed required for DVD-Video content
    3) many players can't read CD-R discs
The typical non~cDVD-capable standalone players are the ones made in/for the U.S.A..
DVD devices made "for the rest of the world" usually are less "narrow-minded".

Also consider that a blank DVD is as cheap or cheaper than a CDR. A blank DVD can be bought for $0.30 and holds the same as 6+ CDR's. One blank CDR is $0.20? It simply doesn't make economic sense anymore. DVD burners are 30-40 dollars,CDR burners 25-30.
