The simplest (for both cases) would be to use an authoring app that accepts VOBs as source material. TMPGEnc DVD Author is one of them, IIRC.

To use a separate VOB (without ifo's) in TDA, you'll have to turn it into MPEG2, e.g. with VideoReDo. Sometimes changing file extension to .mpg is enough, sometimes not (audio sync problems etc.).

The easiest way to join DVD folders keeping menus is DVDRemake.

Do you mean to create the DVD structure files from the .vob, the files that are normally associated with DVDs, things like .ifo,.bup, etc, etc

Have a look at IFOedit, or import the VOB as a video file into TMPGenc DVD Author, I've used both in the past, but use TMPGenc most of the time now

Also TMPGenc can join any number of DVDs into one, I've used it to join a flipper DVD into one movie or DVDs that have been split and reauthored back into one DVD so I don't have to get up and turn the DVD over, again fully functional demo is available

Or, have a look at ConvertXToDVD, I use this for joining multiple videos into a DVD with built-in menu support, it should be able to import the two DVDs and author them as one, just turn off the 'menu' option. Be warned though that the built-in menu support is absolute rubbish, purely functional with no way to edit the miserable buttons, but thats all changing in the next release with a major overall of things like that

The trial is fully functional for 14 days with no watermark or annoying beep in the audio like some alleged 'functional' trials have hidden in them

A couple of things to consider

    1. ConvertXtoDVD will re-encode your video, which you don't want in this instance. Great tool - wrong place to use it.

    2. Some applications will happily create VOB files, however they are not necessarily DVD compliant VOB files. Depending on where your VOB came from, you may not be able to create a DVD from it as-is.

    3. (and bearing in mind point 2), you lose nothing by using VOB2MPG to extract the video and audio stream from the VOB, then authoring a new disc. Rejig can do this, I believe. Chances of success are much higher.

Try to extract the mpg from the VOB(s) with VOB2MPG. If that app also stops at 7 seconds, I'd say there's something wrong with your VOB.
