I would like to hook up my computer to my monitor and tv. I have a ati x850 graphics with a digital and analog output. I would be using a hdmi to dvi cable to hook up my tv and a regual analog input for my dell monitor. Is it possible to use both the tv and monitor or do I have to use one or the other?? if this is possible is it possible to use the two as different desktops where I can drag my cursor from one monitor to the other???

So far as I know the x850 is a dual monitor card. The x850 is a "Theater 200" card not AVIVO so don't expect much HDTV performance. I'd connect the VGA to the HDTV if it has it and the DVI to the computer monitor for best performace. Set the VGA to the native resolution of your HDTV. Get the latest drivers. Follow the manual and the Catalayst help for dual monitor set up.
