Encoded to vcd format but I need to cut it afterwards. Is there a way of doing this without having to compress/decompress? On a question of audio, is the volume in the mpg i created supposed to be that low? I need to turn up my stereo volume quite high.
Also was looking for this tool: DeDynamic 0.2....it should be able to adjust soundvolumes without decompressing the mpg file. Does anyone know where to find it?

There are numerous cutting tools which work fine for cutting mpeg1 files. Just click on the edit link to your left for guides. TMPGenc is probably the easiest program to use and none of the mpeg1 cutters require you to uncompress your file.
Is the overall volume too low or is the just the dialogue too low? When converting dvd to (s)vcd you should always normalize. Other sources may or may not require that you normalize but in general its probably a good idea. This makes it so the loud parts such as music and sound effects are softer and the softer dialogue is louder, relative to each other. If the overall volume is too low you can increase it with any wav editor or you can use TMPGenc to do it while encoding, but of course this will require that you either uncompress your audio or encode it all over again which you say you don't want to do.

Thanks :) I actually converted from Divx but overall volume seems to be too low. I'll see what I can do about it :)
