    I have an MPEG2 that I want to cut some things out of and then burn to DVD. I've heard TMPGEnc MPEG Tools will do this without re-encoding, is this true? Does anyone know if Ulead Video Studio 11 will do this without re-encoding? Thanks

    If the mpg is already DVD compliant (it has to be, or else the whole mpg has to be reencoded anyway) I'd just load it into TMPGEnc DVD Author and remove the unwanted parts there. Done it many times to remove commercials from TV recordings.

    If you use VideoReDo or MPEGVCR to make your edits (both are free to "try before you buy" for something like 30 days), they will not re-encode your video. You will have to reauthor the DVD after any editing though. It would pretty simple to do this with MuxMan. TMPGenc DVD Author would be another tool you could use, as Mats suggested. I would not recommend using regular old TMPGenc (just the encoder) and it's MPEG Tools for this. Yes, you can do that, but some people like me have terrible audio sync problems after editing with TMPGenc. You may or may not, but be aware of the possibility. This kind of thing was part of the reason that I bought MPEGVCR years ago to do MPEG edits.

    There is also MPEG Video Wizard from Womble. For cutting Mpeg2 you have lots of choices like fading video and audio, make transition in a splice and so on.
    It will re encode only changes not the rest of the file.

    What is a DVD compliant MPG? I'm guessing MPEG2, 720x480, 29.97 fps, VBR with a max video Bitrate of 7 Mb/s. Am I missing anything?

    That's basically it. Add some GOP length restrictions, audio format restrictions, and we're home free.
