When you use the copy disk function in Nero for a DVD-Video disk, if the disk is CSS protected, would Nero do any decrypting? If not, would the copied disk be useless?

Nero does not decrypt protected discs. It should in fact complain and refuse to attempt to copy protected discs. If it does make a copy then the copy will not play because the key required for CSS decryption cannot be burned to a blank disc using a standard burner.
If you want to copy a CSS or ArCoSS protected disc you must use something like AnyDVD with DVD Decrypter or DVD Shrink, or DVDFab HD Decrypter to rip the contents to your HDD first, then burn them to a new disc.Read my blog here.

Since Nero cant copy a protected disk ... the disk wont be useless ... because nothing was burnt to the destination disk
Unless you are using Nero to copy a disk from a friend who has put something together that you would like a copy of.
