    Is it possible to add restrictions to video files like a play limit or not being able to distrivute it without doing the whole DRM and license thing?

    No. Even DRM has very limited value in this regard.

    What kind of video file? About every format has it's own DRM scheme. No matter; it's hard, will cost you, and is ultimately futile. The recommendation is always to revise your business model, to make your product worth buying.
