I read many good review about voicepulse's VOIP service.
If the user has problem, can the service be cancel without them charging the credit card?
What is the start-up fee if any ?
What do they means by borrowing their linksys adapter, instead of buying one ?

I am suprised where your issue with VoicePulse. They basically want the customers to buy their own router and lan->analog adapter.
From the U.S. customer reviews, those have issues with VoicePulse are one of these : DSL user, transfering number, or also having problems with other VOIPs.
The sad news is if you use a lan->analog VOIP box, you have to reset the box once in a while. The technology in these boxes can't even stay alive by themselves. -
If I remember correctly they had some kind of deal with router. that I thought at the time was a deal, turn out to be bogus. But there prices are great. They have more good than bad. My experience was not up to par but others may have a great experience. To each there own....

Ordered Voicepulse "unlimited_local+200" package.
The Linksys PAP2t-NA ethernet phone adapter showed up the next afternoon. Plug it into my FIOS ethernet router, and it work with my old wirless handset.
It has voice mail, speed dail, call summary.... Voice quality is much bettre than Skype. I will recommanded it, for people on cable, fios or DSL without a local phone bill ( is there such a thing ? ) -
I've got two phone numbers on Skype....one in America and one in Australia. If anyone in those two area codes calls me it is free for both of us. IF I have the calls forwarded to my home phone(not my computer) it is 2 cents per minute....and I've never had a bad sound quality connection on Skype....even when calls are forwarded to my home phone.
At those (voicepulse) prices....I'll stick to Skype.
