    What kind of software I need to convert a video file to movie.m2v ?

    Well, it helps to know what kind of a video file you're starting with. Maybe it's an AVI (XviD or DivX) file of some sort.

    What you need is an MPEG-2 encoder. For commercial encoders, you might consider CCE, MainConcept, TMPGEnc, or Procoder. For freeware, there is, in my opinion, only one choice, HCEnc. Then you have to figure on how to get that video into the encoder. Some allow you to just add a video (depending on what kind) into the encoder. Better would be to frameserve into that encoder using an AviSynth script file. Using it you can crop, resize, and filter in any one of a number of ways, while filtering in the encoder may be pretty limited. If you check the guides section of this site for conversions (like maybe AVI2DVD), you'll see guides for all kinds of conversions to DVD, using many different sources and many different encoders.
