Chapter Tool?

I just got this cryptic program (TDA3), which hides the obvious, and cannot find the Chapter Tool.
They say "You can access the Chaptering tool window by choosing the "Chaptering tool" option in the Edit menu at the Cut-edit stage of the Clip editor window." No way!!
I right clicked on everything in the cut-edit mode and could not fine the dam thing.
Please help. I think they love obfuscation.

A new obfuscation:

"The Menu background audio option is currently disabled for this project. See Menu settings window to enable."
Where the hell is it? This is not difficult program to use if you can find the things they allude to.
This simple stuff is crippling me in my efforts to learn the program.

I finally found them-cryptic and well sequestered in TDA 3.
Lousy Help Menu. "Chapter Tools" does not exist, but "Keyframe Tools" does. Fire the manual writers
