A video file I have I believe was recorded at too high of a pitch. Is there any program or player that will allow me to watch the video file fullscreen and lower the pitch of the audio? (Without re-encoding)

Its not a speed thing. The speed is fine.
I need something to adjust the actual audio frequency pitch. -
