Getting C1300 on Sony DVP-S560D................nothing plays

AFter trying numerous vcd's I cannot get it to play at all on this dvd player. It has never worked and it states it can play VCD's
I get the c13 ERROR EVERY TIME. I have been using cd-rw's that have been suggested, in 352-240 NTSC.

ANy suggestions?
