    Hi,
Try WinFF: www.biggmatt.com There are some DVD presets in the forum there that are improved over the stock ones it comes with, As far as quality goes AVI to DVD is a pretty tough gig no matter what you use.

I've been using VSO ConvertXToDVD for a while now, and it also is one of the better softwares that manage to keep the audio in sync which can be a big problem when converting AVI to DVD

It can convert, burn and create a very basic DVD menu, all in one, or create the DVD files for you to use other burning sofware .... like IMGBurn

It also handles HDTV to DVD very easily, and most other video formats including MKV

The only snags with it at present is that it is strickly video to DVD, it can't handle blue-ray or HD DVD output or burning, and the output resolution is again strickly NTSC or PAL DVD, the resolutions cannot be edited in anyway

There are NO video filters, but if you want an easy to use software that will convert virtually any AVI/video format to NTSC or PAL DVD, its very good at its job and its quite fast

There is NO batch mode, but again there is a pretty good external batch converter that works with it called ConvertXBatch funnily enough, which is freeware

There is NO support for multiple core, but it will convert most AVI movies back to DVD in under 30 minutes on my AMD XP 6000

There is NO support for external encoders or frameserving, but it does a pretty good job of converting already, just having support for AVISynth would make it a much much better piece of software as I can then run filters on the source

v3.xx is work in progress, with quite a lot of improvements over the current v2.xx, with a major revamp on the terrible DVD menu support. The menu system works, but forget trying to create a nice looking menu as you can't, its functional but thats it

    Look under convert left.
Plenty of guides under AVI to DVD.
"Highest quality" can never be reached using automated tools. They will outperform a "n00b" any day, but never a "pro" equiped with the best encoder he/she knows how to configure. Or better yet - Get a player that plays AVI without being reencoded to DVD. The quality of the source can never be beaten.

Avi2Dvd (free) does a very nice job. Use the HCenc encoder set to 'Best'. It takes awhile but the results are top notch. It's basically a front end for many excellent apps.

If you don't need menus or subtitle support AVStoDVD is very similiar in it's approach and it allows you to tweak the Avisynth script if you like. It can also be configured to use HCenc (a very good encoder) and gives you more output options.
