Problem when converting DV AVI files to MPEG

I have problem when converting DV AVI files to MPEG 2.I use Vegas 7, choosing PAL for my project and Field B (lower field) which is normal for DV AVI files theh frameserving project with Debug frameserver and encoding with Cinema Craft Encoder (it's my favorite encoding tool).
I encode to MPEG 2 (4:3, PAL , VBR, 8000 Bitrate).Picture is clear and sharp but I'm not satisfied with video part when I move the camera left or right especially when I shooting some moving object or people.(smooth rolling is missing).I don't know how is called this effect bit that iritate me much.This effect is similar when use Upper fild instead Lower field. I've try encoding inside Vegas without frameserving, encoding with TMPGEnc, Mainconcept and Procoder but same problem. Any sugestion to solve this problem or this effect is normal when encodint to MPEG 2.

I'm not sure if you are seeing interlace artifacts or you mean the frame is jumping like it would with the wrong field selected.

Interlace artifacts would be seen on vertical lines, especially with fast movements. They are displayed as a series of short lines.

Lower field or upper field wrong would usually result in a jumping picture.

Your bitrate seems high enough so you shouldn't have problems because of that as a cause.

Could you post a short, maybe 30 second video of the effect? We have a 2MB limit on file size.
