I have been given an IP address through which i can watch live streaming. But the provider says that it will support only 5 users. I would like to stream the feed to provide live streaming for 100 concurrent users.
Please help.

actually one of the other website is using the same and provides streaming through stream24.org.
can it be in Mpeg2 format. -
i tried to download using hidownload and i could download a asf file.

Absolutely. That's exactly what it is for. Lots of information at:

According to http://www.microsoft.com/windows/windowsmedia/licensing/licensing.aspx :
"Offered at no additional charge to users with valid licensed copies of the Windows operating system."
(Still not sure if the number of concurrent connections is limited by the OS. Windows Workstation has a 5 users limit for the built-in web server. Windows Server doesn't but costs a lot more!) -
