Check in "C:\WINDOWS\system32\drivers\etc\services" ... you'll see that FTP uses port 21, not 80 (that'd be if you wanted to run a web server)

FTP is generally Port 21, with HTTP defaulting to Port 80.

A quick google found plenty of guides for bulletproof ftp server.

  4. Your ISP may be blocking common ports like 21 and 80 (your service agreement probably specifies that you are not allowed to run "servers").

You must enable "forwarding" of ftp requests from your router to the computer running the FTP server.

If it's not just a one-time thing, you can get a subdomain free from eg,
    http://www.dyndns.com/

Then your url would be something like ftp://SE14man.dydns.org/
You run a client app to notify them of your IP when it changes; my router has this as a built-in function.

Google for "dynamic DNS" for other providers.
