Does Nandub support dual processors? When I use it the max cpu usage I get from either processor is 50%. What other encoding tools support dual processors besides TMPGEnc?

I don't use Nandub, but from what you wrote it appears that it doesn't have SMP support.
Windows Movie Maker, Adobe Premiere, Adobe After Effects, Adobe Photoshop - those are the other programs that I use that support multiple processors. And Quake 3 does, too.
Because AMD is making multiprocessor systems affordable for home users, expect to see many more programs in the next few years that make use of dual processors. -
There have been cheap P3 and Celeron motherboards on the market for years and there's still very few SMP enabled apps. I doubt AMD(with less then half of Intels marketshare)is going to change that with motherboards that start at $200.
