simple question on conversion

I am cnew to vcd but really want to work out how to do it. I have a ulead video editing software, but it does not tell you the settings required to save the video so as to be a Pal vcd. The options when saving as an mpg file are:
frame rate:
frame size:
video data rate:
audio bit rate:
I just don't know how to set these propperly,as I then have sony's cd extreme burning software which can burn vcd for you pending you get the settings right. Can anyone help me?

Frame Rate for PAL should be 25fps
Frame Size for PAL VCD should be 352 x 288
Video Data Rate should be 1.15Mbps MPEG1
Audio Data Rate should be 224kbps MPEG2
