How about this:

They have an animating Soccer ball in one of them.Got my retirement plans all set. Looks like I only have to work another 5 years after I die........ -
It depends what you need. I have used the MSU Cartooniser filter for virtualdub to create backgrounds for motion menus. Slow down the footage a little and play with a few other filters as well, and you can get some animated looking footage that can be very original and effective.

Along the lines as guns1inger suggested:
I like to sometimes export a short Frame Sequence. Open the 1st frame in PhotoShop, then record an Acton with lots of filters applied. Then set up the Path to process those filters to all the frames and import back as new image sequence. It takes longer than Virtualdub and MSU filter, but has more options.Got my retirement plans all set. Looks like I only have to work another 5 years after I die........
