How to-adjust video frame height and width

does anybody know how to-adjust video frame height and width.the three main types ill be working with is mpeg wmv and avi(xvid,dvix)the ratio dosent matter cuz i never adjusted it.its just to slove the prolem where the video dosent fill the whole screen.ex.if i fullsize in wmp 11 theres this ugly black bar across the top.i would like to resize the video to 720=width 535-height.thanks

P.S.virtualdub wont load mpegs i converted using mpegstreamline,(which if anybody knows about that)so i wont be able to use it for the most part for this
