  1. I read on this site that it's possible to do PAL > NTSC format conversions using tmpgen with VCD files. Can you do the same with DVD quality MPEG-2 files though? ..and how good qualitywise are the conversions?

    I do this, but usually I convert it to a XSVCD or MiniDVD.

    If you are not picky the easiest way to do this, and the way I personally do it, is to simply load the NTSC template in TmpgEnc and encode. Others will swear by stripping the audio converting then remuxing the files together. But I'm satisfied with letting TmpgEnc do the work for me.

    I don't know much about the converting to a DVD for burning onto DVDR, but an XSVCD and MiniDVD are fine by my standards.
