after recording in HDV with my Sony HDV HC7 I want to downscaling to DV.
HDV is 1440:1080 ...16:9, how to scaling to 4:3 and keep the aspect ratio perfect?

You can do one of 3 things:
For HD 1440x1080 16:9 --> SD 720x480 4:3, you would either RESIZE to 720x360 and PAD with black 60pixels above and below each (adding letterboxing) to give you a 4:3 letterboxed 720x480 SD version which maintains the 16:9 AR of the original image,
or you would RESIZE to 938x480 and then CROP 109 pixels off the left and right sides, giving you 720x480 with a 4:3 AR, with an image that is full screen but has been artificially "Panned & Scanned" as it were,
or you would RESIZE to 720x480 and LEAVE it that way, making it look squeezed. But this would be ANAMORPHIC and could be maintained this way through DV encoding, MPEG2 encoding, and DVD authoring, so that when played back on a DVD player, it'll correctly adjust for the screen (depending upon user preferences). THIS IS HOW PROS DO IT.
***(You could get all technical and say you need to go to 704x480 first, and then pad, etc. But that won't be all that different from what I just outlined).

You want to keep the interlacing. One thing to remember is that HDV is using upper field first at 1440x1080 resolution while DV is using lower field first at 720x576 resolution for PAL (which is used in Belgium).
Values above adjusted for 4:3 PAL:
Interlaced resize to 702x432 and add black padding up to 720x576 or interlaced resize to 936x576 and crop 108 pixels on the sides to 720x576. Remember to change field order to lower field first...
Or make it anamorphic widescreen 720x576. -
