Sounds like a very cheap Russian bootleg.
Are you sure the original soundtrack isn't on the disk?
I think it'd be hard, or impossible, to edit the mixed track.
Depending on the movie, it might be adequate to use subtitles. If it doesn't include these either, check at http://opensubtitles.org/. -
I have the audio in a .WAV file and it plays fine on wmp , wmp classic vlc player but how come i cant load it on any of the audio editor tools ? ive tried sound forge,Audacity,WavePad and i have downloaded some huge 50 mb codec pack both video codecs and audio and none of those audio editors will open the file?

Unless the voice is in only one channel, or the video has two audio tracks, you cannot get rid of it. It's that simple. Your friend did not remove it if it was mixed into the track.
You could try vocalremover, a plugin for SoundForge from AnalogX, but it will either leave the translator there, or remove most of the vocals. It will take out anything recorded evenly in the left and right channels.
Basically, don't download crapRead my blog here.

guns1nger - the voice is NOT in one channel. The voice over is in ALL channels. There is NO WAY AT ALL to separate the languages. This is nothing at all like VCD where you have a left channel in Cantonese and a right channel in Mandarin. It is a mono soundtrack where somebody talks live in Russian on top of a playing movie and it's recorded on the fly. -
