Since yesterday I am having problem with my keyboard (i.e PackardBell multimedia keyboard). The keys characters are misplaced.
For example;
The character @ not more with shift on key 2 but on key “ . So now if I need @ I press “ and if I need “ I press key 2 with shift. This is only one example, some other characters are also misplaced.
I was looking to troubleshoot but not success yet. Please do help me here.

Most of those issues come from the crap software that comes with keyboards ... but knowing what it would be called on your pc , is up to you to locate ... Possibly its done a walk off , and just needs uninstalling , reboot , reinstall to cure .
After this , its shut down the pc , remove the keyboard , turn it upside down and shake the crap out of it to allow debris to clear .
Check pins on ps2 connection not bent .
If usb type , after pc shutdown , remove all other usb devices , and only connect keyboard and mouse .
Sometimes its caused by a another device that has malfunctioned , but with no apparent symptoms showing .
Try again ... If not cured , replace .

Your lucky its not caused by a barcode scanner ... Were back in bussiness once more ... After 2 full days of stress , caused by quicken upgrade that went south .
Thankfully , thats what disc imaging is used for . -
It sounds as though your pc is confused over what country keyboard layout you have. In your example, on a UK keyboard Shift+2 is " Go to Control Panel, Regional & Language Options, Languages, Details and set your country correctly.

Ah yes, country settings.
Back in the days of DOS, the country and keyboard settings were lines in a file called autoexec.bat. We had software that we ran at work that used letter keys to instigate commands. The Q key was used to Quit out of the program. Changing the line in Autoexec.bat from keyb=uk to keyb=fr meant that the machine then thought it had a French AZERTY keyboard instead of a British QWERTY keyboard. Great fun watching someone trying to quit from the program by hitting the Q key only to see an A appear on their screen.... -
