    Hello

    I've done a bit of looking, and most of the info I've found deals with DVD to DVD conversion. I doubt it is much different going from DV, but just in case, I'll ask.

    I'm currently using HCenc to encode my NTSC DV to NTSC MPEG2, and would like to be able to use the same tool to encode the same DV to PAL MPEG2. I know there are AviSynth filters that can change the framerate, but I understand the result isn't all that smooth. So I guess the real question is whether HCenc can handle that internally.

    Failing that, I'm open to all suggestions. Thanks to all!!

    Most PAL DVD players can handle a 480i NTSC DVD.

    PAL conversion would be difficult and would require deinterlace thus lowering quality. Do you really need it in PAL?

    I'd like to send the DVD to family in Germany, Austria, and Switzerland. I don't think their TV's can handle NTSC the way they do in South America. (S. America get so much programming from the US that most TV's there handle NTSC as well as PAL).

    I suppose the other option is to just send a NTSC DVD for playback on a PC.

    Also, my copy of Nero OEM Suite that came bundled with my DVD burner will do the conversion, but I'm not sure about the quality.

    Most PAL players play NTSC DVD to a psuedo PAL60 that most modern PAL sets will display. Send them a test DVD and see if they can play it. Conversion to PAL 25 fps is difficult.
