Redo chapters in a DVD

Is there a way to change the location of the chapters of a PGC without a lot of work? I want to keep the same number of chapters, but change where they start/end. Ideally, I would like to load the chapter list in from an existing IFO file.

You can do it with DvdReMake Pro. Just split the cells for the new chapter point. Delete the program from the previous cell containing the original chapter point and insert program at the new split cell. Then redefine the chapter to this new program.
