Another problem I'm having is trying to fit 8.8gig video (after rendering) on a 8.5 DL disk. Is there a way to reduce the mpeg2 file size when rendering to mpeg2 using CCE basic?
VideoSource: NTSC, Interlaced.

CCE Basic is good. You should be fine to compress your file to fit DL DVD with that one.
I use this one for 65% compression of original and on 32" TV no problem.
