I followed "Sefys classical newbie start DVD Ripping guide", except for the last portion regarding encoding settings. I used TMPGEnc's SuperVideoCD template, but with a few changes. I set the rate control mode to Constant Bitrate @ 2520 kbit/sec, and the motion search precision to highest quality (very slow). However, in intense / fast action portion of this DVD I'm encoding, it gets a bit blocky. This is my first time ripping/encoding, and I am wondering if this is normal.

Yes, this is the downfall of both, not enough bitrate at that resolution (whatever it is, I dont know what sefy's guides are) for that particular scene, and the ineffectiveness of TMPG's mpeg2 encdoing process.

I would also strongly recommend using VBR, even if the average bitrate is close or equal to the max. Multiple passes still allow the encoder to do certain things that can reduce blockiness even at a more or less constant bitrate.
