A dat file can be an mpeg file from a videocd or an extension used by some programs for a variety of files some of which may be avi or mpeg.
Open Virtualdub or virtualdubmod. On the File menu click open video, in the next panel on the lower left, tick the box that says "Ask for extended options after this dialogue" and then browse to select the dat file. When it opens there will be many options such as redriving key frames. Some versions have options for accepting partial mpeg files etc... The messages and options may vary a bit depending on the version of virtualdub(mod) but if it's a valid video it should work. You can then select new compressions options etc... and resave as an avi. Redriving keyframes will take a while depending on the filesize.

Rename to mpg and try MPEG Corrector or use the quick stream fix in VideoRedo.
