VirtualDub with a plugin or two would work pretty well. Crop the bottom and increase the saturation level to bring some color back.

  3. Hi-

I resaturate colors using the Sat portion of the AviSynth filter, Tweak:

When I see that VHS garbage along the bottom, I crop it away and either fill in the missing space with black using the AddBorders filter, or resize it back to the original dimensions for DVD. Since you have some black along one side, I'd probably crop that away as well and resize back to 720x480:

    http://avisynth.org/mediawiki/AddBorders

And since that pic is kind of blurry, I'd also sharpen it up some:

Others would do it differently, or using different tools. Some would leave that VHS garbage along the bottom alone, since it's usually hidden by the TV overscan. But not I.

Cropping is a horrible idea. It distorts the remaining image. Mask it, if you must. You won't see it on a tv set anyway. It's in the overscan.

Daria did not have "vibrant" colors. That was not the art style palette used. It's a bit muted, as compared to Beavis & Butthead.
