    Is it posible to convert an mpeg to smaller file size mpeg where it has a lower res a frame rate of about 20.

    Yes, that's at least theoretically possible. But it wont be playable in anything but computers. And as each reencoding reduces the quality, I don't think you'll gain much, unless original frame rate & bit rate is very high.
    If computer only playback is fine, there are better (=more efficient) formats to get the file size down, like wmv, XviD & cetera.

    I'm trying to learn about the differnet format of MPEG to begin my studing on editing and converting the format to and from mpeg
