What mother board are you using? Normally you install the USB, sound, etc. drivers from the CD that came with the motherboard.
Recommends: Kiva.org - Loans that change lives.

Go to 'Control Panel>System>Hardware>Device Manager>Universal Serial Bus controllers'. You should see some Host Controllers, USB Root Hubs. If you have USB 2.0, you should see a 'Standard Enhanced PCI to USB Host Controller' or similar. 'Enhanced' tells you it's USB 2.0.

If you see none of those or a yellow check or question mark by them, they are not installed or not working.

Since they are part of Windows, I don't know why they wouldn't appear there or be installed.

EDIT: edDV, good point. I had assumed he installed the motherboard drivers.

A restore CD from the original PC manufacturer usually will include the drivers but they are probably obsolete for a P4 2.4GHz. Get the new drivers from the motherboard or computer manufacturer.

Plus, how can we answer when we don't know what kind of computer it is?

Uninstall USB ports in Device Manager, then reboot and let XP reinstall them.
