Can this be done with any software encoder out there or is my only option a 5 figure hardware encoder?

I'm somewhat new to this and I spent a good deal of time searching the forums for an answer. Apologies if I've erred in posting here.

  2. MainConcept basic MPEG encoder will do that. http://www.mainconcept.com/site/?id=825

You just have to set the profile to 'high' to encode 720p at a high bitrate. They have a free trial download.

TMPGEnc Plus can also do it.

What video editing software do you currently have? Maybe you can do it with that.

40Mb/s 1280x720p is a strange bit rate. Higher than XDCAM_HD but under DVCProHD.

Why would someone who is not a professional need to encode video at professional resolutions? What is your source? What is your destination format?

I'm not questioning your right to do this, but for a beginner to start here seems a little over-the-top to me. Does someone really hate you at your work?
