Is there a program that would allow one to "black out" or "blank out" say the lower 1/8 of the video? Be it in AVI or MPG file.
For example, say I want to "black out" the lower portion of a video clip of the stock news where the running texts are near the bottom.
Thanks for any help to suggest a program or routine to do this.
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

this turns to black the lower 64 pixels -
virtualdubmod / virtualdubmpeg2, video->filters->null transform, cropping, resize....probably easier with avisynth but I don't use it.

Since I am already using TMPGEnc DVD Author 2.0 to author, maybe I should stay with the same brand for consistency.
Which TMPGEnc product that can do this cropping? Is it in Xpress when using it to encode? -

Is there a program that would allow me to add a faint "watermark" of my choice of graphic or words to the whole video clip?

Not without re-encoding. If that is the case, you could use virtualdub to add the watermark, and frameserve to tmpgenc to encode it.
