how can i encode mpeg2_files to SVCD using CCE-SP 2.64 encoder?,
or it working only with AVI format?

It is possible to use CCE to encode SVCD from DVDs or other MPEG2 sources, however it is a much more complicated process that using TMPGEnc. I suggest reading the guides on Doom9.net or try using the program DVD2SVCD. It take care of all the complex frameserving issues and leaves you with to ready to burn images. Hope this helps.

cce sp 2.64 accept .avi, .mov and DV sources, not MPEG.
But you can frameserve a MPEG source with VFAPI to cce 2.64.
DVD2SVCD does not work with cce sp 2.6x.
