Putting two DVD's into one

I have 2 DVD's that were recorded on a Philips DVR unit. I would like to take both and make one DVD. Some of the recordings also need to be edited out. What is the best software title for this? Also, I think the Philips recording method may not be completely standard even though the DVD has same files (*.VOB) that most other DVD's do.
