I have found a DVD containing 5 movies in vob format with menus.
Each having different bitrate when checked in gspot.A
Audio used is AC3 & Video is mpeg2.
Video bitrate:600~900kbps and resolution 353 * 288.
I can't create this with nero 7!
How can i create such DVD with each movie (vob) having different bitrate with menus?
Can i create a VBR vob file?
Please mention programs to be used

You have to encode the video at VCD resolution (352 x 288) at 25 fps (PAL), then author. At that resolution and bitrate you are better off using mpeg1 instead of mpeg2 for the video component. You can use tmpgenc Plus to do this, as the mpeg1 encoder is free to use indefinitely after the mpeg2 trial expires. The actual bitrate will be determined by using a bitrate calculator and entering the combining running time of all the movies. Good authoring tools will allow you to add menus etc to finish the disc off. Nero is not a good authoring tool.
Personally, unless your source material is already very low quality, I cannot see a reason to create such a disc.Read my blog here.

Yes, it is. However only the mpeg2 encoding expires. The mpeg1 encoder continues to work forever. Tmpgenc Plus is arguably the best quality mpeg1 encoder around, and certainly is the best free encoder. At low resolutions and bitrates, mpeg1 is superior to mpeg2.
If you want a free mpeg-2 encoder that performs well at pitifully low bitrates then you can't go past HCEnc. However you will have to learn some basic avisynth in order to load your video into it.
You could also look at HT DVD Authoring Studio. Not free, but it will create what it calls Ultra Long DVDs by encoding at VCD resolutions. It might do what you want. Be reasonable in your expectations of quality however. Resolutions this low, especially at sub-900 kbps bitrates, will produce results that are substantially below VHS video quality.Read my blog here.

Bollocks. Nothing will do justice to this type of undertaking. Also got to laugh at the idea od using over US$5000 worth of software to put VCDs on a DVD blank. Anyone so cheap as to want to put 7 movies on a single disc, regardless of quality, is hardly going to spring for the pro-level software (and the training required to use it) that you are suggesting.
