    i want to add some effects to a small AVI file (2 minutes)...
    so i looked for filters and found some Here and Here.
    there are a lot of great filters there.
    but i couldent find a filter which i can add borders with it.
    and i dont mean top and bottom borders,
    i want to add left and right borders as well...

    does anybody know where i can find it?

    i'm also want to add a slow motion effect - how can i do that?

    AFAIK, the resize filter lets you add borders all around.

    Use the Resize filter to add borders:



    And you can use the Framerate adjustments to slow down a video. Maybe not the best way, but easy. Lower the 'Source rate adjustment', then restore it with a 'Frame rate conversion'.
