If I import vob-files to the program and edit the files there and finally encode to new vob-files; will the quality be the same as the quality of the imported vobfiles?

No, you will lose a bit quality when reconverting. If you are just going to cut or join use something else like videoredo, mpeg-vcr, mpg2cut2. Or if you want advanced editing with transitions and such you can use mpeg video wizard, it will only reconvert the transitions part and not the entire video.
