  1. i have DSL and some times i have a upload speed of 100kb then other times its only (75% of the time) 25kb. why does this happen? is it just DSL or is it my PC setting making the speed slow at times? is there a way to keep it at 100kb?

  2. How did you get those figures? If you got them from a speed testing service, then something is wrong with your phone line and you should have it checked. If they were reported by your browser or other applications, the variation could be due to a number of things happening at the other end. There is no setting on your PC that can cause this on its own. To be sure try one of the many speed testing sites.

dslreports.com has links to a speed tests.

This could be related to the time of day, other apps running at the time, or just poor line quality.

  4. When you drive on roads around town, or the highway, are you able to go at the same speed all the time, all hours of the day, every day of the week?

No, because traffic is variable, the number of people going to a particular destination is variable, occassional breakdowns and road repairs are variable, etc.

Now IF the road is clear, and no outside conditions are causing problems, and you can only go 25, then there may be some problem to investigate.

Try resetting the modem. If this increases speed on a consistent basis, call your provider and inform them of this, and request the service that you have paid for.

  5. I called my provider & they connected to my modem from their office & got 3mbs. Lucky.

I ran speed tests, tried a lot of cities. The cities that are furthest (3000mi)gave me the best speed, 2200, those near me (100mi) just around 1700mps. Weird.

If the uploading in question is P2P traffic such as bittorrent, the ISP might have limits in place for that kind of traffic. Many do. If that's what's happening to the original poster, the only "fix" is to try to get a new ISP.
