    my goal is to crop a selected item(photo) to a circle instead of the standard square that you use in a Photo Editing App..I use the basic Paint.net and the "rectangle select" function and it crops to a square perfect but i wanna crop a certain part of a jpg to a circle only...can this be done and if so what software etc? i tried the "elipse" select and it would only do an elipse and not say a perfect circle..meaning i had to continually try to make the elipse function make a circle around the part of the jpg but it would never get it right...the magic wand seemed a bit sensitive and would always crop out certain areas that weren't lighted properly or for some other reason..is there a function i'm missing or is there an app that makes this task easier?

    I don't use paint.net but have a copy here, if you look on the bottom it will tell you the dimensions of the ellipse. Use the handles to drag it to a perfect circle.

    Edit: Upon some further playing around with it, first select the ellipse tool. Create an ellipse selection. Really makes no difference what you select. Chane to the Move selection tool and you can resize and move it.

    Doesn't it also follow the "constrain to proportions" shortcuts like Adobe and Corel? When you're resizing in most editing apps you simply hold down the shift key (or perhaps the control or alt keys) while you drag the mouse. It also typically works when you're using a select tool like the rectangle or ellipse to create squares and circles.
