converting mpeg to a cue/bin

I need to convert a mpeg to a cue/bin cuz i wanna make a cd out of it by converting it to a vcd and playing it on my vcd player, thanks, please tell me software etc.

There are a number of programs that will do this from free to expensive. (Most of) the free ones work just fine for making a cue/bin. You might start with VCDimager - http://www.vcdhelp.com/vcdimagergui.htm
