Im a little upset that premiere doesn't encode mpeg2 for dvd, I would like to get a file that can be read by my authoring software dvdit pe, I tried TMPGEnc. but find that it is a pain at converting from a DV avi.

Sure you can.
There's a plugin for Premiere 5 and 6 called BBmpeg. Mind you its quite technical but it does everything (VCD,SVCD,DVD,XVCD,XSVCD etc...)

When encoding, make sure your output size is set correctly in Premiere as the plugin does not resize the video.
DVD =704x480 NTSC /576 PAL
VCD =352x240 NTSC /288 PAL
SVCD=480x480 NTSC /576 PAL
Also it's a good idea to add the 'resize' filter to each video clip if your source clips have a different size to final output size. (Example: If your source is 768x576 and the Mpeg stream size will be 704x576)
If you don't do this, you might get this strange distortion running down video stream.
