Should be more efficient, yes (same quality/lower bitrate or better quality/same bitrate) but reportedly takes "forever" to encode with, and playback support is much less. It all boils down to what you mean by "better".

Mpeg4 is considered an evolution on h.263.
FLV contains an H263 variant in sorenson spark (SVQ), although it's reported that the latest SVQ3 is a tweaked h.264.
(FLV can also contain on VP6 since flash 8.)
