I put TMPGEnv plus 2.5 in my new PC w/ Vista Home Premium and when I compress to Mpeg the picture is black. What can I do?

It might.
You'd still have to enable the dv decoder, I don't think it's automatically enabled.
You might want to give the canopus dv codec a try first. -
It's likely just a codec problem as mentioned. I use TMPGEnc Plus 2.5 encoder with Vista with no problems. I don't have any DV sources available at present to test it with them.
I do have ffdshow that is part of the Vista Codec Pack installed. I don't usually install codec packs, but this one seems to work fine with Vista and causes no problems otherwise. http://www.msfn.org/board/index.php?showtopic=66826
