Convert the vcd's .dat file to mpeg1 with VcdGear or IsoBuster.

    Split/cut mpeg1 into 2 parts with Mpeg2Cut2 or Cuttermaran.

Re-author mpegs to vcd with VCDEasy.

If you happen to be using a Mac, then the corresponding tools would be:

    1) VCDgear (free) to convert .dat or bin/cue to plain old mpg.
    2) MpegStreamclip (free) to cut as desired.
    3) missingmpegtools (free) or ffmpegX (trialware) to author as VCD.

Both VideoReDo and MPEGVCR can do this, but neither is free. I'm not real fond of freeware editors, but to each his own.
