I have converted a VCR tape into a DVD. In order to add titles, transitions etc using Pinnacle Studio do I need to first convert the DVD to MPEG or AVI then reburn as a DVD?

I'm wondering how you converted it to DVD? But you can use VOB2MPEG to convert the DVD VOBs to one large MPEG, which should be acceptable to any MPEG editor or authoring program. After conversion, you can add your menus and chapters with a authoring program.
A couple of freeware authoring programs, DVD Authorgui or GUI for dvdauthor. Or payware and easy, TMPGEnc DVD Author, can do the authoring part.
