I was wondering how you can seperate the audio from the video in Vegas 7 so they are not locked together. For example if you want to manually sync audio and not thave the video dragging with it

I only have Vegas 6 but it's probably the same.
1. Select either the video or audio track.
2. On the toolbar, click on the button for "Ignore Event Grouping" or press Ctrl+Shift+U.
3. Also make sure that "Quantize to frames" is deselected or you'll have trouble getting the sync exactly right (because otherwise Vegas forces the audio to start at the beginning of a frame).
As soon as you have the sync set, DE-select Ignore Event Grouping and RE-select Quantize to frames, so everything else you do for the rest of the project doesn't interfere with the sync you just set.
Hope your project goes well.
