How can you tell if an MPEG-2 is drop-frame or non drop-frame?

You don't. Drop-frame or non drop-frame refers to timecode. If there isn't any timecode information in your MPEG-2, it doesn't mean anything.
If there is, then you need software that can read the timecode. Typically, drop-frame timcode notation is used for NTSC material (at 29.97 fps). -
